basing a company employee in the foreign market
is a traditional alternative. Establishing
a direct corporate presence requires a firm
to understand and adhere to foreign labor
laws, draw up labor contracts, outfit and
maintain a foreign office, among other considerations-a
substantial commitment of time and money.
As one of PA's global networks of 19 authorized
trade representatives (ATRs), Pennsylvania
Center, in cooperation with the Center for
Trade Development and their affiliates,
provides a unique option to both identify
appropriate employees and, in select markets,
establish an on-the-ground presence at a
fraction of the traditional cost.

firms can take advantage of the Envoy Program,
a new cost-effective way to have "virtual"
corporate representation for clients requiring
a sustained business support presence in the
foreign market, but without the cost and hassle
associated with setting up an overseas office
and hiring staff.

Envoy Program provider is an ATR-affiliated

and establish the goals for the client's
specific business strategy. Based on this
scope, the required background and skill
sets of your Envoy Representative can
be determined and the provider will help
identify a suitable candidate.

Representation
at a Fraction of the Cost: |

Envoy
subscribers pay only the salary and fringe
benefit costs of the Envoy Representative.
Though Envoy service fees will vary according
to market, required skill sets, and the
need for full- or part-time representation,
reduced overhead and operational costs
will result in a very cost-efficient and
flexible value proposition for our clients.
Note: In addition to program fees, Envoy
subscribers will be responsible for extraordinary
expenses, including representative travel

at additional charges.

will be a legal employee of the Envoy
service provider, thereby freeing your
