When the services of an overseas distributor or agent are unsuitable or insufficient to meet the needs of a Pennsylvania business' growing international operations, basing a company employee in the foreign market is a traditional alternative. Establishing a direct corporate presence requires a firm to understand and adhere to foreign labor laws, draw up labor contracts, outfit and maintain a foreign office, among other considerations-a substantial commitment of time and money.

As one of PA's global networks of 19 authorized trade representatives (ATRs), Pennsylvania Center, in cooperation with the Center for Trade Development and their affiliates, provides a unique option to both identify appropriate employees and, in select markets, establish an on-the-ground presence at a fraction of the traditional cost.


In select markets, Pennsylvania firms can take advantage of the Envoy Program, a new cost-effective way to have "virtual" corporate representation for clients requiring a sustained business support presence in the foreign market, but without the cost and hassle associated with setting up an overseas office and hiring staff.

Though the international business support services provided through this fee-for-service program are tailored to each client's needs, standard FEATURES of the Envoy Program include:
 A Knowledgeable, Informed Partner:
  The Envoy Program provider is an ATR-affiliated company familiar with PA's export promotion programs and services.
 A Needs-Based Approach:
  The Envoy Program provider will work with the client to develop a scope of work and establish the goals for the client's specific business strategy. Based on this scope, the required background and skill sets of your Envoy Representative can be determined and the provider will help identify a suitable candidate.
 Representation at a Fraction of the Cost:
  Envoy subscribers pay only the salary and fringe benefit costs of the Envoy Representative. Though Envoy service fees will vary according to market, required skill sets, and the need for full- or part-time representation, reduced overhead and operational costs will result in a very cost-efficient and flexible value proposition for our clients.
Note: In addition to program fees, Envoy subscribers will be responsible for extraordinary expenses, including representative travel and communications. Dedicated phone, fax and web site for your office are available at additional charges.

 Limiting Client Risk:
  Though your Envoy Representative will serve as an on-the-ground employee that you direct to execute your business plan, the individual will be a legal employee of the Envoy service provider, thereby freeing your company from the legal obligations, costs and risks associated with directly hiring foreign nationals.
 Limited Term Commitments:
  Envoy Program subscribers sign a 1-year, renewable contract with the in-country service provider, an ATR-affiliated company.
